Born September 4, 1944 in East Liverpool, she was a daughter of the late Edward W. and Rilla G. (Shepard) Carter.
She worked at Clark Pulley in Salem for a number of years.
Survivors include daughters Crystal Gayel (Holloway) McVey of Lisbon and Karen Bush of Canton, a son Thomas McVey of Indiana, and siblings Willard Carter of Aliquippa, PA, Edytha Rochester of Wellsville, Alberta Frazier of Lisbon, Roy Carter of Florida, Betty Homan of Kansas, and Floyd “Moe” Carter of Lisbon, four grandchildren, and a great-grandchild
She was preceded in death by her siblings Hila Jean Hall, Mary Janelle VanDyke, and Edward L. Carter.
A private family service will be held at a later date.
